While much has been written about the aftermath of the East Palestine train wreck burn, there is little regarding why the rail tank containing hazardous chemicals needed to be blown up.
I am a retired engineer having significant experience with pressure vessels and some background with DoT tank regulations. I offer my thoughts based on limited knowledge and a little thinking.
From what I could learn, the contents of the tank(s) were becoming unstable, and pressure was increasing. It was feared that the tank would explode and send shrapnel everywhere. So the decision was made to relieve the pressure with a "controlled burn." This story raises many questions that must be answered.
The first question is, what was causing the pressure to build? Physically, there is no difference between a tank sitting on its wheels on a track and a tank lying on its side on the ground. There is nothing about a tank lying on the ground that would cause pressure to build. Was there a fire around the rail cars? I've seen nothing indicating that this was the case, nor is it likely there was a wild land fire in the middle of winter in Ohio. How did they know pressure was building? Were they monitoring a pressure gauge on the tank? If so, they were close enough to put out any fire that might be threatening the tank. Furthermore, transport tanks are equipped with a pressure relief valve that would not allow pressure to build enough to burst them. Note: If the contents of a transport tank are so hazardous that they are unsafe to vent via a relief valve, additional requirements are imposed on tank strength and integrity during accidents.
Because rollovers and derailments are expected, hazardous transport tanks are designed to survive them. They are also designed with rollover protection so that fill connections are protected to remain accessible and functional in the case of these accidents. This would have allowed responders to connect to and empty the tanks into alternates such as over-the-road tanks and then hauled away. Why was this approach rejected?
Finally, these tanks are made of ductile material, typically mild carbon steel. They do not eject shrapnel when they burst. Rather, they split apart, with all material remaining contiguously attached. The tank itself might become airborne, but it would not break up into pieces. Why was the governor of Ohio told the tank would produce shrapnel? Even if the shrapnel scenario were true, how would that be more hazardous than releasing tons of hazardous acid and toxic fumes?

Lighting these on fire was an egregious violation of numerous environmental and public health laws and could not have been done without authorization from someone with substantial authority. The EPA exists on both federal and state levels. The funding for the states is often from the feds and comes with strings attached that force the states to promote certain federal initiatives if they want the funding (which they usually do). This makes the lines between state and federal authority pretty blurry but is a common tactic our federal government uses to control the states. Further, there are numerous variations between state and federal requirements on any given regulation with many states frequently adopting more stringent environmental requirements than the feds so the bottom line is that environmental regulation and responsibility is a mess. In this instance there are numerous reports that DeWine himself authorized the burn-off of the spilt chemicals, thus causing one of the greatest environmental disasters in history. First, let’s be clear, DeWine and all others involved knew the disaster burning these chemicals would cause. Vinyl Chloride is a very dangerous substance and burning it - especially this amount - was inarguably something they would have been aware would cause critical health and environmental issues. Here is a nice snapshot of what has long been known and acknowledged by the EPA about this chemical.
So DeWine and his advisors knew this was going to cause a disaster, but did they order the burn. In this article, DeWine was was quoted as saying, “We looked at the danger of a controlled release which is what the railroad company felt should be done. We then went ahead with the second option, which was the controlled release.” So DeWine admitted he was responsible for this but why would a RINO with a record of capitulating to environmental special interests agree to create a HUGE environmental disaster in his home state? This is where this story becomes even more interesting (and by interesting I mean corrupt).
DeWine has willingly been the target of more than a little bit of influence buying by Norfolk Southern. According to a story by Progress Ohio:

Lighting these on fire was an egregious violation of numerous environmental and public health laws and could not have been done without authorization from someone with substantial authority. The EPA exists on both federal and state levels. The funding for the states is often from the feds and comes with strings attached that force the states to promote certain federal initiatives if they want the funding (which they usually do). This makes the lines between state and federal authority pretty blurry but is a common tactic our federal government uses to control the states. Further, there are numerous variations between state and federal requirements on any given regulation with many states frequently adopting more stringent environmental requirements than the feds so the bottom line is that environmental regulation and responsibility is a mess. That said, the state typically has a lot of control over environmental issues.

In this instance there are numerous reports that DeWine himself authorized the burn-off of the spilt chemicals, thus causing one of the greatest environmental disasters in history. First, let’s be clear, DeWine and all others involved knew the disaster burning these chemicals would cause. Vinyl Chloride is a very dangerous substance and burning it - especially this amount - was inarguably something they would have been aware would cause critical health and environmental issues. Here is a nice snapshot of what has long been known and acknowledged by the EPA about this chemical.
So DeWine and his advisors knew this was going to cause a disaster, but did they order the burn. In this article, DeWine was was quoted as saying, “We looked at the danger of a controlled release which is what the railroad company felt should be done. We then went ahead with the second option, which was the controlled release.” So DeWine admitted he was responsible for this but why would a RINO with a record of capitulating to environmental special interests agree to create a HUGE environmental disaster in his home state? This is where this story becomes even more interesting (and by interesting I mean corrupt).
DeWine has willingly been the target of more than a little bit of influence buying by Norfolk Southern. According to a story by Progress Ohio:
According to the Ohio Secretary of State’s website, Norfolk Southern and its affiliates made over 100 contributions to Ohio state officials and candidates over the last five years. Including $29,000 to Gov. DeWine’s campaign and transition team, totaling nearly $100,000.
Since DeWine took office, Norfolk Southern has given him and other Ohio lawmakers $73,000 and successfully killed bipartisan railway safety legislation that would have helped protect railroad workers and the communities their trains passed through.
Since 2019, lobbyists for Norfolk Southern reported efforts to influence the outcome of lawmaking and policymaking in Ohio’s legislative and executive branches of government. Activity reports on file with the Joint Legislative Ethics Commission show that Norfolk Southern lobbyists reported 26 attempts to influence the Attorney General, Governor DeWine and the Departments of Transportation and the Ohio Rail Development Commission on issues ranging from safety to taxation.

Up to two and a half million gallons of one of the most toxic substances known to man have been released into the air, water and soil of the Eastern Seaboard, and are presently making their way south and east. Acid rain, which in this case is hydrochloric acid mixed with concentrated, unburned vinyl chloride, has (so far) been reported in every direction:
West: 400 miles west to Lafayette (probably further)
North: 1200 miles north up to Durham, Canada;

A giant metal, indeed steel, stainless steel, twisting stair climb 47 steps to the platform, control panel and, the open hatch at the top of the 2 story tall giant revolving steel funnel, a giant screw turned down ,always down, gauges, levers and a hydraulic lift that brought up 67 to 145 sometimes, paper wrapped plastic lined 65 pound bags of powdered PVC, I cut the bottom out with a razor knife and dumped the bag into the hatch, encased in a white cloud of powder that rose every time you dumped a bag into the hopper, one at a time, bag cut open with a razor knife and then dumped into the turning thing, " THE "MAKING ROOM" the groaning whistling thing turning as it fills with oil to mix it all up...on each bag that they gave me to dump, *****DANGER...contains polyvinyl chloride..might give you the clap but no...it's worse...it's a weird blood cancer you might get...the kid asks the man, 'is it dangerous really, or is it just bullshit like all the rest of this fucking life where you gotta do shit like this to get money to pay a landlord or a goddam grocery store and everyone hates me anyway...gimme that shit... fuck it, dump another one, how many is that/ don't fuck it up...
