In the last two years or a bit more, it was easy to identify parents, who were unfit for the job:

After that, a cruel version of natural selection kicked in: these simians (hence comes the name of their next "disease") have been opting for their offspring being injected with poisons that at this point, probably even the manufacturers cannot properly track and identify (they perform as intended, anyway, and plausible deniability must be maintained).
One can even argue that such parents are retarded and as such, should not proliferate.
One thing looks likely: children are much more likely to receive the sterilization version of the injections, which is adding a nice tint to the worldwide euthanasia/depopulation program.
