From another source I used to work for a state environmental agency, later as an environmental consultant and manager. EPA and the state agencies have been merciless in requiring businesses to chase down low parts per billion of various contaminants.
I was involved with a superfund site where PCBs were present in sediments in an industrial waterway. The businesses that were suspected of contributing to the contamination were forced by EPA to tens hundreds of millions of dollars just to define the area of contamination, then hundreds of millions more to dredge it and dispose of it.
The response in East Palestine is not at all in keeping with typical agency response. They normally require extensive investigations to determine where chemical contamination has gone and then a plan to clean it up and prove that it's clean. A remedial investigation/feasibility study has to be designed by the responsible party and then approved by the agencies, and there are always lots of agencies including Fish and Wildlife, state environmental, Water Resources, etc.
For all of them to just stand down and ignore this is extraordinary.

The most important thing, of course, now is the people. The disaster is right there on them. That railroad company ought to be there 24/7 doing for and paying for, what ever the folks need to be safe and feel that way, knowing they are going to be "straightened out" will go a long way towards helping . Watch out though, the government and the lawyers and insurance hustlers are descending, looking for ways to save money for the fucking railroad and insurance companies or steal a pile of it.....
