Why would the WHO declare the rationale of a bioweapon? Who is talking to whom and to what end?

The rest is nit-picking:

The WHO gracefully omits is that they can

1. Create a "virus" on paper (particles that are too small and versatile to be properly identified by anyone);

2. Inject people with pathogens and parasites that eventually overwhelm the recipient. ("Vaccines" are supposed to exist for pathogens and parasites, too, not only imaginary "viruses." Not that it makes any difference in the outcome.)

There are no "live viruses" and even virologists start to believe that "viral infections" don't exist, even if "viruses" do.
